I'm assuming you're using a Mac.
You aren't an admin on your computer. Only an admin can use terminal commands.
Open terminal and type "chmod a+x " (space after x) then drag the start.command file in after the space. Hit enter and then it will work.

Umm... if you're on a Mac, administrators are decided by the main admin.
its chmod u+x ^^ u being for the user and x for the execute cmd
I know im late coming in this but I hope you see this!
There are 2 ways (that i know of)
The computer admin can make you admin, which is the usual way.
However, if you want to get admin acces without the admin giving it to you here is something special you can do:
Shutdown your computer.
Then reopen it WHILE pressing Cmd+S.
when your normal user login comes up login as you would.
Then you will se a black terminal thing there, with no GUI
Type in these commands as follows:
mount -uw /
rm /var/db/.AppleSetupDone
shutdown -h now
So now you did that reopen your computer and you will be greeted with some options.
Just calmly go through them.
Notice that you dont have to enter a wifi password on that screen because your current data and settings will remain, so you dont lose anything. then also skip the icloud sign-in and then give all information necessary.
I also recommend putting the username and password of the user something you will remember, as you will be using that account.
After you get into the account all you have to do is shutdown again and then the next time you open your computer you will see one more account!
now login to that account and you are admin. Congrats!
Now all you have to do is go to the Apple Menu (Top left of the screen) and then logout and login to your normal user and TA DAAA!! You now have admin.
Actually chmod a+x is much better and actually works since the terminal counts as "admin"
chmod u+x doesnt change anything.
BY the way if you get permission denied just use sudo
sudo chmod a+x /My/File/path.command
